The little brass plug covers the low speed mixture screw on US spec Savages. Adjusting this will have a small affect on the idle speed of the motor. But the main idle speed adjustment is made by the idle speed adjuster on the left side of the carb.
The low speed mixture screw is on the right side of the carb, high up and right next to the metal clip that holds the carb to the plastic inlet tube. At least it is on my Savage. Mine is a 1993 UK spec bike. In fact the UK spec bikes don't even have the low speed mixture screws blanked off as on the US spec bikes.

I thought the Savage was set up excessivly lean in the US so it complied with your strick emmissions regulations. Will you be breaking your laws by making the bike run normally ????? I'm just curious.
